The head of one federal subject says—at a meeting of the Interior Ministry board—that the mayor of a major city in a neighboring region is a bandit and a terrorist.
And that the police chief is a bandit and a terrorist too.

_GROZNY, April 25. The head of the Chechen Republic, Ramzan Kadyrov, accused Khasavyurt mayor Saigidpasha Umakhanov of ties to militants and said that Dagestan posed a threat to Chechnya’s security. He made these statements at a meeting of the Interior Ministry board for the Chechen Republic, a video recording of which was published on YouTube._
The head of Chechnya noted that the work of the security forces along the republic’s administrative borders needs to be stepped up, since, according to him, religious extremists, drug traffickers, and other criminals often cross into the republic. He placed particular emphasis on the negative role of Khasavyurt.
The video recording shows Kadyrov calling Umakhanov a “bandit.” “Everyone knows that the head of Khasavyurt, Saigidpasha Umakhanov, is a bandit, and that the police chief is too. As I recall, the city’s police chief is appointed directly by Putin. So Kadyrov has officially stated that President Putin appointed a terrorist and militant as police chief.
What one word could describe this? Probably “stability” fits best.
