The dismissal of Moscow Metro chief Besedin is absolutely the right decision.

One can debate whether it is sufficient (in my view, no) or timely, but it is a step in the right direction.

Besedin bears not just political responsibility, but direct organizational and managerial responsibility. Obviously, he was not the one tying the track switches together with wire, but he is exactly the guy whose job it is to make sure the switches are in proper working order.

I very much hope that Besedin’s dismissal will be followed by another absolutely necessary step: the publication of Moscow Metro documents.

Let me remind everyone once again that you will not find any proper information on the metro’s website about its operations after 2012. Even the mandatory 2013 performance report is missing. So please join our demand that all documentation be made publicly accessible.
