Vyacheslav Volodin, the First Deputy Chief of the Presidential Administration, owns a 2-hectare (about 5-acre) property in the Moscow region. The grounds include mansions, galleries, and artificial ponds. There is even a helipad.

Volodin has been in public service since 1996. His annual income is 4 to 6 million rubles: clearly nowhere near enough to afford the purchase of property like this, let alone its upkeep. However, a few years ago he declared a mysterious 600 million rubles, supposedly earned from the sale of shares in two oil-and-fat processing plants. That, of course, raises questions about how, when, why, and for how much he bought those shares in the first place.
