Svetlana Medvedeva (Dmitry Medvedev’s wife) set up a foundation called the "Foundation for Social Initiatives."

Among the foundation’s projects is the public-state initiative "Hot Heart," supported by the Ministry of Internal Affairs, the Ministry of Emergency Situations, and the Ministry of Education and Science.

"Supported" means "funded." Although the "Hot Heart" initiative belongs to Svetlana Medvedeva, it is paid for with public budget money—mostly by the Ministry of Education and Science.

In the fall of 2014, the Ministry of Education and Science announced a tender for the "organizational support of the initiative," which was won by the company "Stolichnoye Obrazovaniye" for nearly 5 million rubles. The company was supposed to create social media groups, produce viral videos, and hold seminars and a press conference.

On paper, all of this was completed. The Ministry of Education and Science signed off on the work as done.

No trace of the completed work could be found. For example, the only group found on VKontakte was supposed to have 10,000 members, but you can easily see that it has 3 (three). The "viral video" has been viewed by 12 people, and the Foundation for Social Initiatives itself had never even heard of the press conference supposedly held in the fall about its project.

It was also impossible to locate the company "Stolichnoye Obrazovaniye" itself: the number listed as its contact phone said they had nothing to do with the company, and its registered address turned out to house more than 4,000 offices.
