From an interview with Vladimir Yakunin, head of Russian Railways (RZD), dated May 24, 2015:

Today, the Russian government is publishing Directive No. 995-r of May 29, 2015:

64 billion rubles. Not as a state guarantee, not as a subsidy, not as a concessional loan, not as payment for services. They simply handed over budget money to cover expenses. And that is despite the fact that in December last year, Russian Railways received in cash 4.7 billion rubles as a contribution to its charter capital. And in July last year, 12 billion rubles.

- On my word of honor. We didn’t ask for a thing. We woke up in the morning and found out that they’d given us budget money again. What can you do about that? At my dacha, even in the gatekeeper’s house, everyone was in shock—when will the state finally stop giving us money?
