So it turns out that after carrying out Medvedev’s police reform (under President Dmitry Medvedev), which was supposed to combat inefficiency and the like, we tripled spending on it. And in the end we still have rising crime and public dissatisfaction.
In other words, this is a pure and simple waste of money. We spend more, and things only get worse.
More broadly, look at any subsection under “security and law enforcement” — spending is up two- or threefold across the board. From the Ministry of Emergency Situations to the pointless FSKN (the former Federal Drug Control Service). Do you feel any improvement in even one of these areas?
Whenever you walk into a precinct where ordinary cops or investigators work, you see the same shabby walls, ancient safes, and hear the same stories about how they have to buy printer paper with their own money.
Where is this mountain of money going? That’s where cuts could be made without hesitation — and then there’d be no need to rob truck drivers.
