At the same time, drug use in Russia was also rising. Our country ranks first in the world for heroin consumption; it accounts for 21% of all heroin produced globally and 5% of all opium-based drugs. The Federal Drug Control Service turned out to be one of the most pointless and ineffective agencies.

Today, a certain President Vladimir Putin returned the Federal Drug Control Service to the Ministry of Internal Affairs, putting everything back to its 2002 state. All of this, of course, was done “to improve efficiency.”
