Public procurement system: We spent 3.8 billion rubles (about $41 million), and now we’re handing it over to a private concessionaire

The public procurement system, through which contracts worth more than 28 trillion rubles will pass, is to be handed over under a concession. In other words, it will be something like the "Platon" toll system introduced for long-haul truckers.

The Ministry of Economic Development is working it out, and the Treasury is on board.

And many people who have dealt with public procurement will say: maybe this is a good idea, because the procurement website is one of the most miserable and bug-ridden sites in the country. Tens of thousands of people need it every day, yet it constantly breaks down, is perpetually under "scheduled maintenance," and even when it does work, it is impossible to use.

I have just one important question for the Economy Ministry and the Treasury: why did you, you filthy crooks, keep pouring billions into this website for years? You kept awarding new contracts there—to LANIT LLC, in my firm conviction, in exchange for bribes—even while everyone was telling you: enough, stop.

And now, as in the old joke—"well, I just couldn't do it, couldn't do it" (a deliberately childish, mocking phrase)—we shrug our shoulders and hand everything over to private hands.

Let's take a look at how much budget money LANIT LLC received for the zakupki.gov.ru website and its related information system. Let me remind you that the investigation into LANIT was one of RosPil's first cases. Five years ago, we said they were paying kickbacks, and nothing has changed.

Officials spent 3.8 billion rubles to create zakupki.gov.ru—the buggiest information system in the world—and now they are saying: nothing worked out, so perhaps it should be handed over under concession to a private company.

No investigations, no resignations, no apologies, not even an acknowledgment of their mistakes. As if nothing happened and those billions were never allocated.

I wouldn't be surprised if the private concessionaire turns out to be LANIT LLC as well. Although the competition from Rotenberg is very strong.
