Did the surgeon-official break the law? He did. I just want to remind you that the Irkutsk prosecutor’s office is the very same one from which the Chaika clan emerged (a reference to the family of Yuri Chaika, former Prosecutor General of Russia). The same office that covered up the murder case of the head of the Verkhnelensk River Shipping Company, which later ended up in the hands of Artyom Chaika.
And now, apparently, they have come to their senses and are restoring the rule of law. They caught an official moonlighting as a surgeon.
