The following has been established experimentally:
Let’s use the Central Election Commission’s clarification, issued in the interests of the Communist Party of the Russian Federation (KPRF). They said that you cannot use a photograph of a person, but a drawn image is allowed (the KPRF had asked about Stalin). Candidate Nikolai Lyaskin used in his leaflet drawn images of Putin, Rotenberg, Shuvalov, Shoigu, and others.
He told the plain truth about them. He said what every real candidate should be saying now.
The district election commission (which had previously been asleep and somehow failed to notice that the United Russia candidate from the Emergency Situations Ministry was traveling to campaign events in an actual fire truck, using flashing lights) suddenly wakes up and shouts: FORBIDDEN.
The election commission is trying to issue a ruling banning the leaflet:
The election commission is dragging candidate Lyaskin to the prosecutor’s office and trying to strip him of his immunity.
The election commission is running to court and wants these completely lawful leaflets confiscated.
See how things immediately came alive, and how much action there is? All because of just a couple of truthful words on a piece of paper.
