I think Sechin properly explained why he still drives with a flashing blue light (a special official beacon used by high-ranking vehicles), even though he has long since ceased to be a government official.
Briefly, succinctly, and most importantly, he answered not only that question, but in fact all the questions that the multinational people of Russia (as the Constitution puts it) have for the Russian authorities themselves.
