They uncovered a cartel agreement among five companies in Interior Ministry tenders worth nearly 5 billion rubles.
The police top brass skimmed off and pocketed a substantial amount of money—hundreds of millions of rubles.
These guys were buying cars in bulk for the Interior Ministry at prices 5% higher than the retail price listed on the website.
If you factor in the bulk discount, they should have been buying them for at least 15% less—most likely even cheaper.
Interestingly, the paperwork was signed by Sergei Gorelik, deputy head of an Interior Ministry department, who, according to media reports, had already been implicated in Interior Ministry procurement fraud back in 2013.
By our rough estimate, the total amount stolen may have reached 740 million rubles.
We demand that Kolokoltsev investigate his own ministry’s procurement contracts and open a criminal case.
