The Black Book is a project created by Alexei Navalny and ACF that collects the names and details of people involved in political repression in Russia — judges, investigators, prosecutors, security officials, and others responsible for politically motivated prosecutions and abuses.

The project was created to ensure that individuals do not disappear into an anonymous system. Behind every unlawful sentence, search, arrest, or act of torture are specific positions, names, and personal responsibility. When launching the project, Navalny repeatedly emphasized this principle: repression is not carried out by abstract “state bodies,” but by identifiable officials and security officers who must be held accountable for their actions. The Black Book also functions as a tool of public accountability. By publishing information about those involved in political repression, the project seeks to expose their role publicly — including beyond the walls of courtrooms and government offices.
