In April 2017, Alexei Navalny opened presidential campaign offices in Kostroma and Yaroslavl. These were already the 22nd and 23rd offices of the campaign: the regional network was growing rapidly, and supporters in new cities were gaining a permanent place for volunteer work, canvassing, and collecting signatures of support. In Kostroma, the office address was kept secret until the last moment out of concern over possible provocations, but the opening went ahead without any serious disruptions.
