In April 2017, Alexei Navalny opened presidential campaign offices in Kostroma and Yaroslavl. These were already the 22nd and 23rd campaign offices: the regional network was expanding rapidly, and supporters in the new cities now had a permanent place for volunteer work, canvassing, and gathering support. In Kostroma, the office address was kept secret until the very last moment out of fear of provocations, but the opening went ahead without any serious disruptions.
