On May 28, 2017, Alexei Navalny opened presidential campaign offices in Pskov and Veliky Novgorod. The Pskov office became the campaign’s 40th office, clearly showing how quickly the regional network was expanding in the spring of 2017. These trips were turning the campaign from a Moscow-based political project into a federal infrastructure: with addresses, coordinators, volunteers, and ongoing work in cities across the country.
