On August 29 and 30, 2017, the Kaluga region hosted “Shtabicon,” a conference for the coordinators of Alexei Navalny’s regional presidential campaign offices. It was an internal working meeting of a large network that by that point already spanned dozens of cities. At events like this, the campaign came together not as a collection of separate offices, but as a unified nationwide structure—with coordinators, plans, the exchange of experience, and preparations for the next stage. It was after this that Navalny’s autumn tour of Russian cities began.
