ON AUGUST 26, RESIDENTS OF THE BOGORODSKOYE DISTRICT, LEAVING THEIR HOMES ON SUNDAY BUSINESS, WERE ABLE TO SPEAK WITH MOSCOW MAYORAL CANDIDATE ALEXEI NAVALNY

Navalny meets with voters three times a day, and even more often on weekends. Muscovites are not used to such openness from a candidate, but when they realize that this is not a mirage, they begin to come closer, ask questions, and share their opinions.

Local residents gathered, it seemed, without much hope. Perhaps because of the gloomy weather, but the atmosphere of the meeting that emerged soon dispelled the pessimism. It immediately became clear that the voters had opened up: Russia lives off the sale of oil and gas abroad. They understand Navalny’s claims against the state raw-material companies: why do ordinary citizens receive so little as a result of the theft of trillions of dollars? The questions were simple, but sharp. Alexei answered directly, sometimes with irony, sometimes emotionally, but always to the point.

— We must go to the polls here and now!” Navalny said, urging Muscovites not to remain indifferent to the fate of their city.

THE PAYMENT SLIP MUST LOSE WEIGHT

Alexei, like most Muscovites, is dissatisfied with housing and коммунальные services—neither the rates nor the quality of services. Voters confirm that, yes, they checked: “they buy poor-quality paint, and for 150 rubles, even though it costs 30 per can.” Navalny intends to “cut out” the excess from utility bills as well: “I want to conduct an audit of the rates,” he said.

A PAINFUL ISSUE

Residents of the district complain about local polyclinics. The careless electronic appointment system boils down to a person going from the terminal to the reception desk and then back again, because the computers are not connected to each other. It is even worse with examinations: getting an ultrasound is difficult, getting an MRI is practically impossible. “Clinic No. 149 has been under renovation for three years already—and they are still collecting money for its repair.” Hospitals No. 14 and 33—the equipment does not work either,” adds the elderly man. And yet Sobyanin’s program says that 1,396 ultrasound machines have already been purchased. “Why are you laughing? That’s what is written in the program. Do you think Sergei Sobyanin is lying to us? That cannot be!” Navalny says sarcastically. He believes that the top priority is to train specialists who could work on this expensive equipment, in the procurement of which, by the way, someone is making a very good profit.

SLAVES OF THE DISTRICT ADMINISTRATION

A well-known fact: a migrant janitor receives less than what is written in the official standard. The difference goes to the management company... Alexei speaks about the problem of migration, about the choice of officials who are convinced that the indicators are connected with migrant crime and legality. Illegal migrants live like slaves: in basements, in houses under the scorching sun. Their children hardly know Russian—how will they study at school? Alexei believes that this problem should be solved without confrontation. One of the women present asked Alexei to explain how he relates to different nationalities. Navalny replied that if a person does not violate the law, then no one can humiliate them.

LIVING IN RUINS

“In this district there used to be vegetable gardens, fields. Then they built Khrushchyovka apartment blocks, which have been standing for 50 years already. They may paint the entrances, but there is no real renovation,” says a Muscovite woman. “My wife’s grandmother lives nearby, in Preobrazhenka, in a five-story building. It is impossible to live in that house,” Navalny laments. “I have information on five-story buildings: they were built from 1962 to 1968 and designed for a service life of 25 years. They have exhausted their lifespan. Their condition is a burden for the city. A normal mayor, who looks ahead a little, understands that these houses literally consume heat, maintaining them is expensive, and capital repairs are pointless. So the city only benefits if these houses are replaced.”

ORPHANS, PEOPLE ON WAITING LISTS, LARGE FAMILIES...

“How will you solve the problem of orphanage graduates whose apartments are being seized?” a young man defending the rights of orphans very much wants to discuss this problem, one that is more federal than specifically Moscow-related. Alexei replies: “By law, people are given an apartment...” Others, noting this, say it is impossible...

MOSCOW IS RICH IN PEOPLE

By budget size, Moscow ranks third among the world's major cities. But in terms of quality of life, it is 154th... “You'd better tell us who will steal more from us! We all already know!” a critical man shouts, his voice heard louder. Alexei says: “For some reason, we think that nothing can be changed. We receive proposals, say — it's outrageous, but, well, that's how things are arranged... I believe that we can change everything. My great faith is that the source of power is the people. The people standing here are precisely the source of power in the country.”

Navalny is asked: will it be possible to withstand ballot stuffing and fraud at polling stations? “Votes come to us through hard work,” Alexei replies. “We are mobilizing observers. Until we place ten at every polling station, they will falsify the results, but it is within our power not to allow this.” There is excitement among the voters: “Why do you think they will let you win?” — “I am sure that I can, because you yourselves want it. When a mayor in Moscow is elected not by television and election commissions, but by Muscovites, even ahead of the federal authorities, everything will work out.”

DADDY'S DAUGHTERS, OR THIEVES' PROPERTY

The incumbent Sergey Sobyanin has been at the head of Moscow for nearly three years. During this time, many questions have accumulated for him, but he does not like to answer them. He does not answer. He remains silent about the sidewalk tiles that in many places fell into disrepair soon after being laid. And this is hundreds of millions of rubles — either talentlessly wasted, or simply stolen from the Moscow budget by dishonest officials. He is silent about the landscaping of Tverskaya Street with scraggly bushes at a cost of millions of rubles (experts estimate such “landscaping” to be at least ten times cheaper). And now Sobyanin has a new topic for silence: his daughters' elite apartments.

MOSCOW

In pre-election discussions, the election commission published information on the income and property of Sergey Sobyanin, his wife, and his underage daughter for 2012. What immediately catches the eye is an apartment in Moscow with an area of 308 square meters, belonging to schoolgirl Olga Sergeyevna Sobyanina.

HOW MUCH DOES IT COST?

In open databases, it is easy to find the address of Olga Sobyanina's apartment: Moscow, Rochdelskaya St., building 12, structure 1. This is a super-villa in the center of Moscow next to the White House.

In the same building, an apartment with an area of 200.2 square meters is for sale. Its cost is 103.8 million, or about 518 thousand rubles per square meter. It is not difficult to estimate that the 308-square-meter apartment belonging to the incumbent's underage daughter is worth approximately 173 million rubles.

HIS INCOME

Sergey Sobyanin first declared his income in 2000, when he was a candidate for governor of Tyumen Oblast. His annual income for 1999 was 299 thousand rubles. In 2003, together with his colleagues from United Russia, he published a declaration according to which he earned 1.6 million rubles in 2002. For 2008, his income amounted to 3,472,200 rubles, his wife's income was 21,800. For 2009 — 3,219,776 and 18,586 rubles respectively. For 2010 — 4,760,000 and 19,300 rubles.

The incomes of Sergey Semyonovich and his wife for 2003–2007 are unknown. But even if we assume that per year it was less than in 2008, the maximum total income of the Sobyanins over the years could by 2010 have exceeded 27 million rubles. And that is if he neither drank nor ate, but only saved up for the purchase. The value of the apartment belonging to civil servant Sobyanin's minor daughter is approximately 6 times higher than his income over the last 10 years!

PRIVATIZED?

Sobyanin stated that the apartment in the center of Moscow had long been declared by him. “This is standard practice,” commented Gulnara Penkova, acting press secretary of the vice president. But, as Alexei Navalny writes, the privatization of the apartment on Rochdelskaya allocated to Sobyanin in 2006 by the Presidential Property Management Department raises questions: besides that, how could employees of the presidential administration obtain privatization? Why do many consider this to be speculation?

IMPOVERISHED ORPHAN?

There remains another version of how Sobyanin could have legally obtained housing: under a social tenancy agreement. The law provides for such a possibility if the family's income level is below the subsistence minimum.

ST. PETERSBURG

Civil servant Sobyanin has a second daughter, Anna, who is an adult. In 2011, two weeks after her 25th birthday, Anna bought an apartment in St. Petersburg on Malaya Konyushennaya Street. This is the very center of the city, a prestigious and very expensive place.

The area of Anna Sergeyevna's apartment is nearly 205 square meters, the market price is approximately 116.6 million rubles. Where did the daughter of an official, whose average income over the last ten years did not exceed 2.7 million rubles, get an apartment for 116 million? “We indignantly reject the very idea that Mr. Sobyanin could have given his daughter a luxurious apartment in the center of St. Petersburg for her 25th birthday. That does not look like the Lord's work at all! Of course, they earned it all themselves,” writes Alexei Navalny.

HER BUSINESS

A year before buying the apartment, Anna became one of the founders of Fond-Group LLC. It supplies elite furniture to facilities, a list of which is available on the company's website.

The talented daughter of civil servant Sobyanin supplies furniture exactly where there is no place for her father in his government service. The company's interests extend exclusively to Moscow, St. Petersburg, and Khanty-Mansiysk. And exclusively to government facilities. It was possible to find only one tender in which Sobyanin's daughter's company was the winner. All other orders Fond-Group receives without competition.

A STRONG MANAGER

For almost three years Sobyanin has been in charge in Moscow. His official apartment became the property of his daughter, who in 2011 received a hotel-barge for 25 years and also owns elite housing, while city work is carried out for astronomical sums. And this question did not bother anyone: this is direct responsibility to Muscovites.

His wife takes the children to a municipal school and kindergarten, and Alexei himself stands in lines at the local clinic and in hours-long traffic jams on the way to work. Navalny is ready to fight to the very end for what he believes in. Today he is the only person capable of standing up to thieving officials, the only candidate not tied by corrupt ties to the current authorities.

He graduated from the law faculty of the Peoples' Friendship University of Russia and the faculty of finance and credit of the Financial Academy under the Government of the Russian Federation.
