ON FRIDAY, AUGUST 23, A MEETING TOOK PLACE BETWEEN ALEXEI NAVALNY, CANDIDATE FOR MAYOR OF MOSCOW, AND THE RESIDENTS OF THE DEGUNINO DISTRICT

The amphitheater in Dmitrovsky Park is almost empty when volunteers from Navalny’s team are brought there to prepare the site for the candidate’s meeting with voters. The few people gradually gathering at the venue begin to take an interest in the program and move closer to the stage. But then the appointed time approaches, and people begin to come up to the stage, arriving with entire families. They sit down, and Alexei begins to speak. He was born 37 years ago into a military family. A lawyer, he also has a second degree in economics, and lives with his wife and daughter in a three-room apartment in Maryino.

Over 15 years, Russia sold oil, gas, and precious metals for trillions of dollars. This is the natural wealth of our country; it belongs to each of us. That is, every citizen, including nursing infants and centenarian old people, accounts for 640 thousand rubles.

“Where has this money gone? What was built with it?” Alexei asks. “Uralmash!” someone shouts, and the elderly people laugh. They were shot with Uralmash back in their youth. Back then, revenues from oil and gas were much smaller, but their material embodiment was far more noticeable: residential neighborhoods were built, apartments in them were distributed free of charge, factories were created, and the space industry was developing.

RESIDENTS ABOUT THE MEETING

VALERIA, 48 YEARS OLD, FESTIVALNAYA STREET: “I came here to see how Navalny conducts such meetings. In general, I have been following Navalny since the moment he was jailed. I saw a situation completely analogous to mine: I was also involved in timber processing near Kirov Oblast, and I was forced out — everything was taken from me. When I had not yet fully gotten into the case, I was completely shocked. The law absolutely does not work for us! Total corruption! Alexei is a very smart person, he does not just speak beautiful words — he speaks real things that will truly be carried out, because Alexei has been engaged in this work for many years. And right now the state does not support me in any way, even though I have a large family.”

VYACHESLAV, 30 YEARS OLD, 3RD LIKHACHEVSKY LANE: “I am interested in the candidate and what he does: first of all, his anti-corruption activity. I see in him a strong personality and a counterweight to the authorities. I cannot be absolutely sure that all the decisions Alexei proposes will be implemented, but the fact that he knows how to organize people, attract volunteers to an election campaign, and raise money for it shows that he knows how to work. And having received the instruments of power, he will work even more effectively. Our main trouble is the authorities. If they change, then all problems will begin to be solved, including traffic jams.”

“Moskovregiongaz,” apart from our payments for electricity? Alexei pays 9.5 thousand rubles for коммунal services for his 78-square-meter apartment. Therefore, he himself is interested in what tariffs are made up of and why they are so high. He promises that, if elected mayor, he will make sure that every Muscovite understands what his money is being spent on.

MEDICAL CARE A huge problem for all Muscovites, especially pensioners, is healthcare. In the capital, considerable effort is needed to obtain quality medical care. Many complain: to get treatment, you have to be very healthy. At the same time, four times more budget money is spent on each of us than on any other Russian citizen. For example, 20 thousand rubles a year are spent on outpatient clinic services alone. And what do we see in most clinics? A shortage of specialist doctors, non-functioning electronic appointment terminals, and a lack of repairs. And again, the solution to the problem is transparency in how money is spent.

MIGRANTS One participant in the meeting says that she is afraid to return home in the evening because of the abundance of migrants on the streets, above all illegal ones. Yes, hospitals — many people. But if a person sees these people while he himself is unsettled and truly hungry, it is quite likely that he will want to divide property during the begging of Muscovites “fairly.” Alexei Navalny’s program says that illegal migrants will not simply be driven out. There must be safeguards so that they do not take jobs, in the words of the CIS.

DADDY’S DAUGHTERS, or CROOKS’ SQUARE

Civil servant Sergei Sobyanin has been at the head of Moscow for nearly three years. During this time, many questions have accumulated for him, but he does not like answering them. And he does not answer. He is silent about the sidewalk tiles, which in many places became unusable soon after being laid. And after all, that is hundreds of millions of rubles — either talentlessly thrown away, or simply stolen from the Moscow budget by unscrupulous officials. He is silent about the greening of Tverskaya Street with puny bushes costing millions of rubles each (experts estimate such “greening” to be at least ten times cheaper). And now Sobyanin has a new subject for silence: his daughters’ elite apartments.

MOSCOW On the eve of the elections, the election commission published information on the income and property of Sergei Sobyanin, his wife, and his underage daughter for 2012. What immediately catches the eye is an apartment in Moscow with an area of 308 square meters, belonging to schoolgirl Olga Sergeyevna Sobyanina.

HOW MUCH DOES IT COST? In open databases it is easy to find the address of Olga Sobyanina’s apartment: Moscow, Rochdelskaya Street, building 12, structure 1. This is an elite building — in the center of Moscow near the White House. In the same building, an apartment with an area of 200.2 sq. meters is for sale. Its price is 103.8 million, or about 518 thousand rubles per square meter. It is not hard to assume that the 308 sq. meter apartment belonging to the underage daughter of a civil servant costs approximately 173 million rubles.

HIS INCOME For the first time, Sergei Sobyanin declared income in 2000, when he was a candidate for governor of Tyumen Oblast. His annual income for 1999 was 299 thousand rubles. In 2003, together with colleagues from “United Russia,” he published a declaration according to which he earned 1.6 million rubles in 2002, and in 2008 his income amounted to 4,772,200 rubles; income for 2009 was 3,219,776 and 18,586 rubles respectively. For 2010 — 4,760,000 and 19,300 rubles.

The declaration of Sergei Semyonovich and his wife for 2003–2007 names several sources of income, but there was no source for buying the apartment on Rochdelskaya.

PRIVATIZED? Sobyanin stated that the apartment in the center of Moscow had long already been declared by them. “This is standard practice,” commented Gulnara Penkova, acting press secretary to Mayor Kholod, on the situation. She said that no evidence of privatization had been presented. In 2006, the apartment was transferred as housing for the head of one of the agencies. According to sources, this apartment is not listed as his property, and at the same time the civil servant has the right to an order.

A DESTITUTE ORPHAN? There remains another version of how Sobyanin could legally obtain housing: under a social rental agreement. The law provides for such a possibility if the family’s income level is below the subsistence minimum.

ST. PETERSBURG Civil servant Sobyanin also has a second daughter, the fully grown Anna. In 2011, two weeks after turning 25, Anna bought an apartment in St. Petersburg on Malaya Konyushennaya Street. This is the very center of the city, a prestigious and very expensive place.

The area of Anna Sergeyevna’s apartment is nearly 205 sq. meters, the market price is approximately 116.6 million rubles. Where did the daughter of an official, whose income according to records is 2.7 million rubles per year, get an apartment worth 116 million?

HER BUSINESS A year before buying the apartment, Anna became one of the founders of LLC “Fond-Group.” It supplies elite furniture to facilities listed on the company’s website: Buildings of administrative bodies (Khanty-Mansiysk), Negotiation Hall of the President of the Russian Federation, Palace of congresses of government communications, Engineering and utility complex (Khanty-Mansiysk), Office of the head of the Administration Block — government communications, Reception House of the Ministry of Defense of the Russian Federation, Negotiation room in the administration building of the Ministry of Defense of the Russian Federation.

WHO IS NAVALNY?

ONE OF US

Alexei Navalny spent many years investigating cases of corruption in Moscow and throughout the country. For those who read news on the internet, his name is synonymous with a successful fight against high-ranking crooks and thieves. Together with his team, Alexei conceived and implemented public projects that improved the lives of ordinary people. Officials fed us promises, but Navalny’s projects work.

Navalny became a candidate for mayor of Moscow in order to fight arbitrariness and theft at a new level in the interests of everyone. For Navalny there would be no changes in Moscow — only toward change there will be the most honest possible administration. He is convinced: if corruption and impunity in the capital are stopped, positive changes in Russia will become inevitable.

Whether someone likes it or not, Navalny is indeed known for exposing theft and arbitrariness. Alexei has enormous experience in fighting lawlessness: he has documented the theft of trillions of rubles across Russia. He has repeatedly appealed to the prosecutor’s office and the Investigative Committee, demanding criminal cases be opened against corrupt officials.

But law enforcement agencies have not always been engaged in fighting embezzlement. In every major scam and seemingly multibillion-ruble scam there is the interest of someone from Putin’s circle. By constantly speaking about this, Navalny became a threat to criminal schemes in power and Putin’s personal enemy. That is why he is not shown on the central TV channels. Think about it: this is not just a political choice, it is a question of the future of the city and the country.

Navalny is a person with whom it is possible to fight corruption: he is young, energetic, and ready to defend the interests of Muscovites. His program includes real measures to reduce spending and involve citizens in oversight of the authorities.
