ON WEDNESDAY, AUGUST 14, A MEETING TOOK PLACE IN TORFYANKA PARK BETWEEN MOSCOW MAYORAL CANDIDATE ALEXEI NAVALNY AND RESIDENTS OF THE LOSINOOSTROVSKY DISTRICT

The meeting began at 1:00 p.m., in the middle of the workday, and gathered about a hundred people. Alexei has had twice as many, and more. But such a small audience is an excellent opportunity to speak more closely with voters and have time to answer all questions.

The problems Muscovites face are very similar: healthcare, housing and utilities, migrants. Navalny told those gathered that 20,000 rubles are allocated annually for outpatient care for each person. But in practice, the money is spent inefficiently, and the services are poor. People complain about long lines, a lack of specialists, and the need to travel to consultations in different parts of the city. Navalny explained that the money exists, but it is being stolen and distributed non-transparently.

Among the other topics were roads and urban improvement. Navalny noted that roads should be built by competent road construction organizations, not former “judo buddies,” and that tenders should be conducted transparently so that the winners are the best contractors, not companies close to those in power.

Alexei also spoke about the migration problem: in Moscow, according to him, there are too many illegal migrants, which creates additional problems for security and the labor market. He proposed strengthening oversight and tightening requirements for employers.

Participants asked a wide range of questions — from the repair of children's playgrounds to the operation of municipal polyclinics. Navalny answered them in detail, explaining the proposed changes and collecting specific examples of problems for further work with his team.

“How are you going to solve all this?” asks an elderly man in a cap. “What exactly interests you?” Alexei уточняет. “Everything?” says the man. “Let's take people who are waiting their turn to receive an apartment. There are about 400 thousand of them in Moscow. And where can one see this queue? Why has it still not been published in order to prevent all scandals, although this is elementary to do? Roads should be built not by Putin's former judo comrades, but by road builders who honestly won the competition. Navalny said that he has exactly that right. “I want the mayor of Moscow to be a person who is responsible for transparency and honesty in the distribution of budget funds,” Alexei noted. He explained that nationalization is absurd: companies, including state-owned ones, are not managed properly and by officials’ relatives. The issue should not be nationalization, but restoring order.

A young man in a gray T-shirt asks how the future mayor plans to increase social payments—you can’t just get money from nowhere. “To begin with, we will freeze the sums that have been stolen and redirect them into the city budget and into social payments,” the candidate replies. He also noted that the sources of additional payments are savings and the fight against corruption.

Civil servant Sergei Sobyanin has been at the head of Moscow for nearly three years. During this time, many questions have accumulated for him, but he does not like to answer them. And he does not answer them. He remains silent about the sidewalk tiles that in many places became unusable soon after being laid. And yet this is hundreds of millions of rubles—either talentlessly wasted or simply stolen from the Moscow budget by unscrupulous officials. He is also silent about the landscaping of Tverskaya Street with shoddy shrubs costing eight million rubles each (experts estimate such “landscaping” to be at least ten times cheaper). And now Sobyanin has a new subject for silence: his daughters’ elite apartments.

On the eve of the elections, the election commission published information on the income and property of Sergei Sobyanin, his wife, and his underage daughter for 2012. What immediately catches the eye is a 308-square-meter apartment in Moscow belonging to schoolgirl Olga Sergeyevna Sobyanina.

HOW MUCH DOES IT COST?

In open databases, it is easy to find the address of Olga Sobyanina's apartment: Moscow, Rochdelskaya Street, building 12, structure 1. This is a super-elite building in the center of Moscow next to the White House.

In the same building, an apartment with an area of 200.2 square meters is for sale. Its price is 103.8 million, or about 518 thousand rubles per square meter. It is not difficult to assume that the 308-square-meter apartment belonging to the minor daughter of a civil servant is worth approximately 173 million rubles.

HIS INCOME

Sergey Sobyanin first declared his income in 2000, when he was a candidate for governor of the Tyumen Region. His annual income in 1999 was 219 thousand rubles. In 2003, he published a declaration according to which he earned 1.6 million rubles in 2002. In subsequent years, incomes changed; official declarations show growth in the earnings and property of the family.

PRIVATIZED?

Sobyanin stated that the apartments in the center of Moscow had long been declared by them. “This is standard practice,” says the mayor's team. However, the public and the opposition question the legality and transparency of the origin of such expensive real estate among the family members of a high-ranking official.

The law provides for such opportunities if the family's income level is below the subsistence minimum. However, in this case, the amounts and addresses raise doubts, and many demand a full-fledged investigation.

The civil servant Sobyanin also has a second daughter, Anna, who is already an adult. In 2011, 25 weeks after her 25th birthday, Anna bought an apartment in St. Petersburg on Malaya Konyushennaya Street. This is the very center of the city, a prestigious and very expensive location. The area of Anna Sergeyevna's apartment is nearly 205 square meters, and the approximate price is about 116.6 million rubles. Where did the official's daughter get that kind of money? According to the official version, part of the funds came from the family's business.

A year before buying the apartment, Anna became one of the founders of Forus-Group LLC. The company supplies luxury furniture to various sites, a list of which is available on the company's website. Its clients include government and commercial entities. This also raises questions about possible connections and advantages received by the company.

At the end of the year, Sobyanin is firmly in charge in Moscow: his official apartment and a number of other properties connected to the authorities raise questions. The opposition demands transparency and explanations regarding the acquisition of expensive real estate by members of the mayor's family.
