ON SATURDAY, AUGUST 10 AT 14:00, A MEETING OF MOSCOW MAYORAL CANDIDATE ALEXEI NAVALNY WITH DISTRICT RESIDENTS TOOK PLACE NEAR THE “VODNY STADION” METRO STATION

Many people of different ages come to meet Alexei Navalny — from young people to pensioners. At the metro exit, young guys hand out newspapers and notify everyone through loudspeakers. Some were on their way somewhere, but change their plans and stay for the meeting.

Alexei Navalny begins, as usual, by talking about himself. He was born in the Moscow region into a military family that moved often. He has lived for 17 years in the Moscow residential district of Maryino. By profession, he is a lawyer. He founded the Anti-Corruption Foundation, which investigates theft in state companies. Thanks to the Foundation’s work, billions of rubles were kept in the treasury.

Navalny is running for mayor with a well-thought-out program. He voices some of its points during such meetings.

HOUSING AND UTILITIES

A major issue for all residents of the capital is housing and utilities services. Tariffs keep rising, while the quality of services does not improve. Where does the money go? Perhaps to the 300 million ruble sponsorship of the United Russia party that Mosoblenergosbyt provided last year? Where else could the money for utility payments come from?

That is why he himself is interested in what tariffs are based on and why they are so high. He promises that, if he becomes mayor, he will make sure every Muscovite understands what his money is being spent on.

HEALTHCARE

A major problem for all Muscovites, especially pensioners, is healthcare. There are many paid medical services in the capital, but there is a severe shortage of affordable and high-quality clinics and hospitals. Alexey says that money needs to be invested in prevention and accessible medical care, not only in the expensive maintenance of certain clinics.

MIGRANTS

One participant in the meeting says she is afraid to return home in the evening because of the large number of migrants, especially illegal ones. Yes, the majority are peaceful people. But if a person sees clashes between people, while being unable to defend themselves, they are understandably worried. Navalny says that illegal migrants should face restrictions, and the state should enforce control. He also points to the need to regulate migration and strictly supervise employers.

MOSCOW BUDGET

Moscow is one of the richest cities in the world. The Moscow budget is 1.6 trillion rubles. Only New York has more. This money is enough to solve the capital’s main problems and make the city comfortable for living. If only the authorities did not build, for example, roads at prices many times higher than world prices. Thus, the construction of the Southern Rokada cost 7.9 billion rubles. According to experts, the price is inflated twofold. And European quality is not guaranteed. If spending is brought in line with reality, the savings will go to social projects, schools, and clinics.

Navalny proposes to review city spending as follows: first, analysis by experts; then, discussion by Muscovites. Only after that, professional selection of the project and allocation of funds. At the same time, all documentation for the project will be publicly available. If you want to, check exactly what the money is being spent on.

OVERSIGHT OF OFFICIALS

It is necessary to do things, says Alexey, so that any resident can obtain information about how much each official receives. Any suspicion of corruption must be investigated immediately. Moreover, citizens must not only be given access to documents, but that access must also be made as easy as possible. We have had enough of dubious actions, taking measures, and access to excessive secrecy.

SMALL BUSINESS

Moscow of the dog days has produced quite a few anti-corruption fighters. In particular, it is one of the most unfavorable cities for doing business. Above all, small and medium-sized business. And that is not only education, but also working people who create jobs, convenience, and comfort in every district. Removing excessive administrative barriers and promoting the development of competition — that is the task of the future mayor of Moscow.

“We are in first place in gas and oil production, but in terms of quality of life — in one hundred sixty-ninth place. Moscow’s crime level is comparable to Somalia. Our city is one of the richest cities in the world — but how do we live? Where is this sad gold, what has it materialized into? This is simply a disgraceful state of affairs,” says Alexey Navalny.

RESIDENTS ABOUT THE MEETING

VALERIA, 48 YEARS OLD, FESTIVALNAYA STREET: “I came here to see how Navalny holds such meetings. In general, I have been following Navalny since the moment he was imprisoned. I saw a situation completely similar to mine: I was also involved in forest conservation near Kirov Oblast, and they crushed me — took everything away. And when I looked more deeply into his case, I was completely shocked. The law absolutely does not work here! Total corruption! Alexey is a very intelligent person; he does not just say beautiful words — he says real things that will later be carried out, which Alexey has already proved through his many years of work. And now the state does not support me in any way, even though I am a widowed mother of many children.”

VYACHESLAV, 30 YEARS OLD, 3RD LIKHACHEVSKY LANE: “I am interested in the candidate and in what he does: first and foremost, his anti-corruption activities. I see in him a strong personality as a counterweight to the authorities. I cannot be absolutely sure that all the changes Alexey proposes will be implemented, but the fact that he knows how to organize people, attract volunteers, and achieve campaign results shows that he knows how to work. And if he gets the instruments of power, he will work even more effectively. Our main trouble is the authorities. If they change, then all problems will be solved, including traffic jams.”

For example, outpatient clinic services alone cost 20 thousand rubles per year. And what do we see in most clinics? A shortage of specialist doctors, non-functioning electronic appointment terminals, and the absence of proper repairs. And once again, the solution to the problem is transparency in how money is spent.

Navalny is ready to fight bureaucratic corruption with simple and understandable methods: transparency, an open budget, citizens’ access to documents, and punishment for bribery.

DADDY’S DAUGHTERS, or CROOKS' PROPERTY

Civil servant Sergei Sobyanin has been at the head of Moscow for nearly three years. During this time, many questions have accumulated for him, but he does not like to answer them. And he does not answer. He stays silent about the sidewalk tiles that in many places became unusable soon after installation. And yet this is hundreds of millions of rubles—either wastefully thrown away or simply stolen by unscrupulous officials from the Moscow budget. He stays silent about the landscaping of Tverskaya Street with puny shrubs costing eight million rubles each (experts estimate such “landscaping” to be at least ten times cheaper). And now Sobyanin has a new subject to stay silent about: his daughters’ elite apartments.

MOSCOW

During the election campaign, the election commission published information about the income and property of Sergei Sobyanin, his wife, and his minor daughter for 2012. What immediately catches the eye is an apartment in Moscow with an area of 308 square meters belonging to schoolgirl Olga Sergeyevna Sobyanina.

HOW MUCH DOES IT COST?

In open databases, it is easy to find the address of Olga Sobyanina’s apartment: Moscow, Rochdelskaya Street, building 12, structure 1. This is a super-elite building in the center of Moscow next to the White House. An apartment with an area of 200.2 sq. meters is for sale in the same building. Its price is 103.8 million, or about 518 thousand rubles per square meter. It is not difficult to estimate that the 308 sq. meter apartment belonging to the minor daughter of a civil servant is worth approximately 173 million rubles.

HIS INCOME

For the first time, Sergei Sobyanin declared income in 2000, when he was a candidate for governor of Tyumen Oblast. His annual income for 1999 was 299 thousand rubles. In 2003, together with his colleagues from United Russia, he published a declaration according to which he earned 1.6 million rubles in 2002. For 2008, his income amounted to 3,472,000 rubles, his wife's income was 21,800. For 2009 — 2,319,776 and 18,586 rubles respectively. For 2010 — 4,760,000 and 19,300 rubles.

The incomes of Sergei Sobyanin and his wife for 2003–2007 were not always clear. But even if we assume that per year he earned no less than in 2008, the minimum total amount of the Sobyanins' income equals 8 million rubles. This gives grounds to understand: he had no legal sources of income to buy the apartment on Rochdelskaya.

PRIVATIZED?

Sobyanin stated that the apartment in central Moscow had long been declared by them. “This is standard practice,” commented Gulnara Penyákova, acting press secretary at the reception office. Navalny has grounds for doubt: until 2006, the Presidential Administration did not have the right to privatize apartments for civil servants free of charge more than once in a lifetime. Sergei Semenovich had already used this right: he owns an apartment in Tyumen with an area of 116 sq. meters. But, despite everything, within a couple of years the service apartment on Rochdelskaya somehow passed into the ownership of Sobyanin's minor daughter.

A DESTITUTE ORPHAN?

There remains another version of how Sobyanin could have legally obtained housing: under a social tenancy agreement. The law provides for such a possibility if the family's income level is below the subsistence minimum. Let us assume theoretically that in 2006 the financial situation gave the Sobyanin family the right to receive a state apartment. That is 6 thousand rubles per person per year. But even in this case, according to the law, the family goes on a waiting list. “It is possible to receive a social apartment under inhuman conditions if Sobyanin is an orphan, ill, or deprived of parental rights,” explains Navalny's lawyer. Oleg Shein, a deputy of the Astrakhan Oblast Duma, has already sent requests to check the privatized apartment on Rochdelskaya.

ST. PETERSBURG Civil servant Sobyanin also has a second daughter, the adult Anna. In 2011, two weeks after her 25th birthday, Anna bought an apartment in St. Petersburg on Malaya Konyushennaya Street. This is the very center of the city, a prestigious and very expensive place. The area of Anna Sergeyevna's apartment is nearly 205 sq. meters, the market price is approximately 116.6 million rubles. Where did the daughter of an official, whose average income over the last ten years did not exceed 2.7 million rubles, get an apartment worth 116 million? “We indignantly reject the very idea that civil servant Sobyanin gave his daughter a luxurious apartment in the center of St. Petersburg for her 25th birthday. That is not at all like civil servants! Of course, she earned it all herself,” writes Alexei Navalny.

HER BUSINESS

A year before buying the apartment, Anna became one of the participants in Fors-Group LLC. It supplies elite furniture to sites listed on the company's website: • Building of administrative bodies (Khanty-Mansiysk) • Meeting room of the President of the Russian Federation • Block of the government international communications station • Engineering and utility complex (Khanty-Mansiysk) • Office of the head of the block of the government international communications station • Reception house of the Ministry of Defense of the Russian Federation • Meeting room in the administration building of the Ministry of Defense of the Russian Federation The talented daughter of civil servant Sobyanin supplies furniture exactly to the places where her father bears the burdens of public service. The firm's interests extend exclusively to Moscow, St. Petersburg, and Khanty-Mansiysk. And exclusively to state facilities! It was possible to find only one tender in which Sobyanin's daughter's company was the winner. All other orders for “Fors-Group” were received without competition.

A TOUGH MANAGER For almost three years, Sobyanin has been running Moscow. His official apartment has passed into the ownership of his daughter, who also receives a state contract and also owns elite housing, while city works are carried out for astronomical sums. And these questions can no longer be avoided; this is direct responsibility to Muscovites.
