As local media write about him: "Under Gutaev, the city prosecutor’s office turned into a service bureau. At planning meetings, they discuss who needs help and why." This barely literate guy was appointed prosecutor of a major city thanks to connections in the Prosecutor General’s Office. He has an Instagram account, @havaj_777, and the first photo on it is: ⠀ Photo 2. With Albina Kovalyova, an adviser to Prosecutor General Chaika. In our investigations, we said that Kovalyova is like the "godmother" of the entire prosecutorial mafia. She had been working with Chaika since way back in Irkutsk. ⠀ Photo 3. Here’s the most interesting part. This is the order suspending Gutaev from his position. Which makes sense: it’s pretty strange for him to remain the prosecutor of Norilsk while he’s sitting in pretrial detention (SIZO, a Russian remand prison) on bribery charges. But here’s the catch. DURING HIS SUSPENSION, HE WILL CONTINUE TO RECEIVE BOTH HIS SALARY AND ALL ADDITIONAL PAYMENTS. ⠀ So he was taking bribes, got caught, was thrown into pretrial detention, but the prosecutor’s office decided that while the investigation is ongoing—and that will take many months—you and I will be paying this bribe-taker, out of our own pockets, both his salary and his seniority bonus. ⠀ If you think this is just an act of humanitarian concern, then here you go: ⠀ Photo 4. Yekaterina Muranova from Karelia. A single mother raising two children. Yesterday she was fined 350,000 rubles (about US$3,800) for a comment on a VKontakte post. ⠀ A bribe-taking prosecutor is close and dear to the Kremlin. Even if he gets caught, they’ll take care of him. They’ll make sure his paycheck keeps coming. They won’t forget the bonuses either. But a mother barely scraping by? They will never show her mercy. Forget New Year’s gifts for the children. Pay up, you piece of trash—you criticized us on the internet.
