Campaign #20 is Alexei Navalny’s public campaign to introduce criminal liability in Russia for the illicit enrichment of government officials.
At the core was a demand for Russia to ratify Article 20 of the UN Convention against Corruption. The idea behind the initiative was simple: if an official is clearly living far beyond what their declared income would allow, they should have to explain the origin of their assets. If they cannot, that should become grounds for criminal liability. Alexei Navalny drafted the bill and collected more than 100,000 signatures on the ROI website (the Russian Public Initiative platform). Under the procedure, the government was then required to review the proposal. The authorities formally considered the initiative but refused to move it forward. Even so, the campaign became one of ACF’s main public anti-corruption campaigns of the mid-2010s: it showed how widespread the demand for accountability over officials’ unexplained wealth could be.
