NAVALNY
EFFECTIVE MEDICINE
Getting treated for free in Moscow is quite an adventure. Hours-long lines at clinics, overworked doctors, expensive and often low-quality medications. At the same time, enormous sums are allocated from the budget for the healthcare of the capital’s residents—more than in any other city in Russia. I will become the mayor who makes these expenditures effective. I will build new clinics and hospitals, achieve high-quality care, and introduce universal drug coverage.
NEW HOSPITALS AND CLINICS
Despite the colossal profits from oil and gas sales, not a single new clinical hospital has been built in Moscow since the 1980s. Meanwhile, the population of the capital grows every year, and the existing institutions can no longer cope with the flow of patients. I will ensure that most decisions are made at the local self-government level, and residents will be able to choose for themselves what should be built in their district—yet another shopping center or a new modern hospital.
UNIVERSAL DRUG COVERAGE
The current authorities pay little attention to the quality of medicines and the integrity of pharmacists (not surprising—after all, they themselves usually receive treatment abroad). Once I become mayor, I will establish universal drug coverage, with insurance companies rather than patients paying for medications. This will improve the quality of drugs dispensed in pharmacies: insurance companies have no interest in paying for expensive placebos; it is in their interest for the patient to be healthy. The city will buy medicines for the poor.
PROFESSIONAL DOCTORS
In Russia, 40% of deaths are linked to poor medical care. Moscow is no exception. The low salaries of ordinary doctors force many to leave the profession. And those who remain are often inexperienced and incompetent. I will increase the number of professionals in hospitals and clinics. To do this, I will drastically raise doctors’ salaries and place their work under strict oversight. Any doctor found guilty of incompetence or extortion will be punished. Muscovites will be treated by respected and qualified medical professionals.

CONTROL OVER SPENDING EFFICIENCY
The city spends billions of rubles a year on healthcare. They are spent inefficiently. For example, the city authorities purchased dozens of CT scanners, each of which cost one million euros. Some of this equipment (in Solntsevo, Butovo, Konkovo, and Yasenevo) spent the winter outdoors in violation of storage conditions. As a result, in an ordinary polyclinic you will have to wait several months for a free CT scan. I will become a mayor who will establish efficient spending of funds on the health of city residents. The city will purchase equipment on time, at market prices, for people, not for kickbacks.
QUALITY CARE EVERYWHERE
The current status of the district polyclinic allows medical institutions not to monitor the quality of services. Patients still have no choice. The only alternative is paid medical centers, which are far from accessible to everyone. I will make the principle of «money follows the patient» the main one in the city's healthcare system. Muscovites will be able to go free of charge to any clinic they trust, at the expense of the insurance company. Faced with the risk of losing funding, even troubled clinics will be forced to improve the quality of services.
EMPLOYERS WILL PAY FOR MIGRANTS' TREATMENT
The problem of migrants also affects the field of medicine: illegally employed newcomers have neither insurance nor the means to seek medical care at their own expense. Consequently, they are forced to cope with illnesses on their own, unwillingly becoming carriers of various infections.
Currently, medical insurance for employees is the employer's responsibility, but no one insures illegal migrants. Legalization of the capital's labor market will allow everyone to receive timely medical care, and city residents will no longer pay for migrants' treatment out of their own pocket (in emergency cases they still seek help, and hospitals have no right to refuse them).
