Every Muscovite knows that the only reliable way to get around the city is the metro. Only there are there no traffic jams, and travel time can be calculated precisely. But passenger traffic is constantly growing, and the metro will soon stop being able to cope with it. If this problem is not solved in the near future, Moscow faces a transport collapse. I will become the mayor who will put an end to theft in the construction of interchanges and will direct the money saved toward creating new roads.
ATTRACTING PROFESSIONALS
Moscow's problems are not unique — sooner or later any modern metropolis faces them. To cope with most of them, decisions should be made not by corrupt officials, but by independent professionals in the field of transport planning. I will bring in international experts to solve Moscow's transportation problem.
GROUND TRANSPORT NETWORK
The recently introduced dedicated bus lanes are working inefficiently. Most of the time they stand empty and only hinder car traffic. It is necessary to expand the existing route network and reduce intervals between trips in order to fully “load” the dedicated lanes. Ground transport will become a fast and reliable alternative to the metro.
COMFORT ON PUBLIC TRANSPORT
Public transport today is associated with discomfort. In summer it is hot there, and at any time of year it is cramped and noisy. I will purchase modern high-capacity ground transport for the city's needs, with air conditioning, comfortable seats, and free Wi‑Fi. Moreover, all types of ground transport will be connected so that transfers between them are easy and quick.

Over the past two years, 182.4 billion rubles have been allocated for the construction of roads and bridges. Two-thirds of that amount, 120 billion, went to four companies close to pro-government businessmen Timchenko and Rotenberg. I will ensure full transparency in decision-making and the spending of budget funds. I will not allow a single project costing more than 1 billion rubles to proceed without an independent review.
CONSTRUCTION OF NEW ROADS
Endless construction of new interchanges and expansion of highways is a dead-end path that benefits only the development company. It does not solve the traffic problem, but merely shifts it closer to the city center. To reduce the load on the main highways, local solutions are needed, not multibillion-dollar projects. I will work to create a network of local roads connecting districts, highways, and interchanges.
FIGHTING AGGRESSIVE DRIVING ON THE ROADS
Drivers' behavior on the roads now only contributes to the emergence of traffic jams. Poor regulation and slow processing of traffic accidents lead to the formation of multi-kilometer congestion, for which no one bears responsibility. I will assign problem areas to specific departments and introduce monitoring of the traffic police's work on each section. The agency will prevent traffic jams, not create them.
FREEING UP CITY STREETS
We see that streets are everywhere clogged with illegally parked cars. Where there are supposed to be three lanes, in reality only one is moving. Moreover, many state and municipal enterprises are illegally seizing the area in front of buildings. Parking in Georgievsky Lane, on Pokrovka in front of the Federal Drug Control Service, the road near the State Duma, and many other places have been taken over in violation of traffic rules. I will ensure that all car owners comply with the rules.
