Ethnic quotas in Dagestan. The republic’s leadership is urging residents of the Kizlyar District to elect an ethnic Russian as head of the local administration. The residents disagree and say they will "resist by lawful means".
Having looked into it, I’ve become convinced that in Dagestan, and in the North Caucasus generally, real elections are simply impossible right now. They need to be given a Russian governor-general, and let him appoint everyone with clan interests taken into account. But in general, the regional authorities in Dagestan really do have it hard. Truly hard. All these Avars, Nogais, Kumyks, and a whole host of others. Everyone is pulling the blanket toward themselves. And then there are the Russians too. Yet some kind of balance has to be maintained.
