I was talking yesterday with a friend of mine. He was stripped of his driver’s license by court order for three years for drunk driving. He made a deal with some colonel who said he could get it back for three grand. We were talking about the fight against corruption. He says: "Yeah, they’re fighting bribes in the traffic police (GAI, the old name for Russia’s State Automobile Inspectorate), they really are. Just yesterday I called my colonel, and he whispered into the phone: ‘Sorry, I can’t talk. I’m sitting in a meeting about fighting corruption in our ranks. But your issue has been resolved favorably, so don’t worry.’"
