My comment: - The decree is completely populist, aimed at a gullible public, fumes Alexei Navalny, a representative of the Committee for the Defense of Muscovites and a "hands-on" fighter against spot development. - The very term "spot development" is a journalistic cliché. Formally, everything that gets approved complies with the rules and regulations. And whenever necessary, those rules and regulations are routinely changed to suit specific projects.
