It hadn’t even been a week since I told various media outlets in interviews that the only thing more idiotic than recreating the Committee for Youth Affairs would be recreating the Ministry for Nationalities Affairs. And right on cue, there is Yury Luzhkov. To fight xenophobia, he says he needs a Ministry for Nationalities. The idea that xenophobia should be fought by restricting migration does not even occur to him. And this part is simply priceless: *According to the program text, 42% of city residents are “intolerant” toward people from the Caucasus and from CIS countries (the Commonwealth of Independent States), and two-thirds of them explain this by saying that newcomers are unwilling “to follow local traditions.” As many as 37% of young people in Moscow display outright chauvinism toward newcomers.
