GOVERNMENT OF MOSCOW O R D E R January 30, 2008 No. 170-RP On the design of the Parliamentary Center on the land plot bounded by Druzhinnikovskaya, Zamorenova, Konyushkovskaya, and Rochdelskaya Streets (Central Administrative District of Moscow) from here Crooks. They used to write it plainly: "Construction of the Parliamentary Center on the site of the Krasnaya Presnya stadium." Now they’ve replaced it with "on the land plot bounded by streets." Same thing, just dressed up differently. The resolution also contains this wonderful clause about the "consideration of allocating, within the Presnensky District of Moscow’s Central Administrative District, a land plot for the construction of a sports facility (stadium)." All one can do is marvel at such brazen audacity. THERE IS NO FREE PLOT OF LAND IN PRESNYA WHERE A NEW STADIUM CAN BE BUILT. THERE ISN’T ONE. Everyone knows it. In fact, there is no such place anywhere in the Central Administrative District. The resolution says nothing about what will happen to transport in this part of Moscow, especially once Moscow City (the Moscow International Business Center, where traffic is already in collapse even though only a handful of offices are operating) starts coming online. We’re going to spend one and a half billion dollars just to create a colossal traffic jam! Glory to Gazprom!
