What’s more, there has already been a ban in force for several years on constructing administrative buildings larger than 5,000 square meters in the Central Administrative District of Moscow. And the first time Luzhkov and Kuzmin said, basically, enough with building offices in the city center—let everyone move out to Moscow City and beyond—was back in 1998. But as usual, delivering a little suitcase of cash (in this case, probably a whole cartload, I’d say) makes inconvenient questions disappear.
