The goals and means of action of the Tribunal. 2. The concept of fascism and its applicability to the current Russian regime. 3. The tribunal’s charter and its correspondence to the stated objectives. 4. The tribunal’s rules and operating procedures. 5. Recommendations to the Assembly on interaction with the tribunal. 6. A forward-looking concept for reforming Russia’s judicial system.
