Getting More Expensive By the end of the year, Transneft is preparing to complete its main construction project—the first stage of the Eastern Siberia–Pacific Ocean oil pipeline. Despite the crisis, the project’s cost has risen by a third over the past year, to 450 billion rubles. Transneft’s flagship construction project has gone up in price again. In December, the total cost of the project was indexed to inflation, Tokarev said; the price of ESPO-1 rose by 21% to 390 billion rubles. Before indexation, the pipeline cost 322 billion rubles. And almost a year ago, in an interview with Vedomosti, Tokarev put the ESPO-1 budget at 303 billion rubles and Kozmino at 43 billion rubles. After indexation, the terminal costs about 60 billion rubles. Based on this, the project has become 30% more expensive over the year. More This article is in blogs[?]

roman-paramonov And never mind that everyone else’s construction costs are falling while Transneft’s are rising! And never mind that the whole world is in crisis and cutting costs, while at Transneft salaries were raised by 10% starting January 1! And never mind that nobody needs this damned ESPO at all—there’s no oil to pump through it, no good contract either—and still Transneft will go on building it! The world may come to a halt. The Earth may crash into the celestial axis. But Transneft’s Great Two-Handled Saw will not stop. Just imagine how much can be stolen at a construction site worth 390 billion rubles. </td></tr></table>
