Reading Kommersant (a Russian business daily), another article by Kolesnikov: The head of Roscosmos, Anatoly Perminov, and his Kazakh counterpart, Grigory Marchenko, signed a protocol to the December 23, 1995 agreement "On the status of the city of Baikonur, the procedure for forming its executive authorities, and the status of those authorities."* *Then I open my friends feed and immediately see a post by megakhuimyak: Grigory Marchenko is the chairman of the National Bank of the Republic of Kazakhstan. What does he have to do with the status of Baikonur, and how exactly did he become a counterpart to the head of Roscosmos??? Apparently, they meant Talgat Musabayev, chairman of the National Space Agency of the Republic of Kazakhstan. But what difference does it make to Mr. Kolesnikov—Grigory/Talgat, Marchenko/Musabayev? The main thing is just to churn out the required number of characters :-)
