I am addressing everyone who took part in the campaign related to the criminal case on embezzlement at Gazprom. Let me remind you that, through our joint efforts, 512 official complaints were sent regarding the investigator’s actions in sabotaging the case. We achieved our goals. The contested ruling has been revoked. The investigator has been removed. The case has been handed over to someone else. BUT! Far from all of the 512 brave people who filed complaints have received an official reply. And they must receive one. If a petition is submitted, there must be a response. No response means grounds for further proceedings. Some may consider this an empty formality, but I think this is a matter of principle. Everyone must receive a reply, as required by law. Even if the police clerical office has to spend a week dealing with it. If we turn a blind eye to this now, then tomorrow all public complaints will simply be ignored. So I invite everyone who has not received a reply to take part in a bit of preventive kicking of the police (militsiya, the former Russian police force). So. Below is the text of the complaint. Insert your name and the date when you filed your complaint (the overwhelming majority did so between August 6 and 9), then follow the link http://genproc.gov.ru/ipriem/address/send/ click "I agree." After that, everything is as usual. Fill in the fields with real information. Copy and paste the complaint (don’t forget to change the name!!! and add the date!!!). If you really can’t remember the exact date, then just write "between August 6 and 10." Let them look it up themselves by surname. Text of the complaint: I, Pyotr Sidorovich Ivanov, on ___ August 2009, submitted a request to the Investigative Committee under the Ministry of Internal Affairs of the Russian Federation to verify the legality and validity of transferring criminal case No. 116372 from the Main Investigative Directorate under the Moscow Directorate of Internal Affairs to the Investigative Unit of the Main Directorate of the Ministry of Internal Affairs for the Central Federal District, as well as to verify the validity and legality of terminating the criminal prosecution of I. L. Dmitriev within the framework of the above-mentioned criminal case.?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" / * * This application was sent to the Investigative Committee under the Ministry of Internal Affairs of the Russian Federation via the Law Enforcement Portal of the Russian Federation, located on the Internet at http://www.112.ru. Despite the fact that nearly two months have already passed, I have received no response to my appeal. Based on the above, and guided by the Federal Law “On the Procedure for Considering Appeals from Citizens of the Russian Federation” and the Federal Law “On the Prosecutor’s Office of the Russian Federation.” I REQUEST THAT YOU: 1. conduct an investigation into the violation of current legislation by employees of the Investigative Committee under the Ministry of Internal Affairs of the Russian Federation, specifically the failure to review my appeal and to send a response to me; 2. hold the employees of the Investigative Committee under the Ministry of Internal Affairs of the Russian Federation disciplinarily liable for the above-mentioned violation of the law; 3. require the relevant employees of the Investigative Committee under the Ministry of Internal Affairs of the Russian Federation to review my complaint and send me a response; 4. inform me in writing of the measures taken. End of complaint text. To conclude this post, a fiery appeal: Citizens! Be vigilant! Be conscientious, citizens! Don’t be lazy. If you filed a complaint, make sure you get a response to it. No one but ourselves will instill in the police (militsiya, the former Russian police force) any respect for the law. They do not teach that at police school. If the prosecutor’s office does not help, we will go to court. If necessary, we will litigate all 512 cases.
