**?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" / ** Information on the implementation of the youth project "Moscow Traffic Jam Reduction Center" In 2007, an initiative group of university students developed and proposed a program to improve transportation in Moscow, using the Southern Administrative District as a pilot area, titled "Open Road." The program contained 33 thoroughly developed measures. It was supported by the prefecture of Moscow’s Southern Administrative District, and in 2008 the project leader, Alexander Nikolaevich Shumsky, received a commendation from Prefect Yuri Konstantinovich Bulanov. As part of the Second Open Forum of Moscow Youth, with the participation of delegations from the Central Federal District of the Russian Federation (December 2008), the project was approved by Moscow Mayor Yuri Mikhailovich Luzhkov and accepted for implementation by the City Utilities Complex under the personal supervision of Pyotr Pavlovich Biryukov, First Deputy Mayor of Moscow in the Moscow City Government. An implementation plan for the "Open Road" program was signed. The essence of all the proposals is to optimize the use of existing infrastructure (roads, bridges, and overpasses). The main operating principle is: "Minimum cost, maximum result." The program to combat Moscow traffic jams won the "Breakthrough" youth projects competition as part of the Seliger-2009 All-Russian Youth Forum. A number of support agreements for the program were signed with the Federal Agency for Youth Affairs (Rosmolodezh), deputies of the State Duma of the Russian Federation, and entrepreneurs. At the All-Russian competition of youth projects aimed at the socio-economic development of Russian territories, "My Country, My Russia," the "Open Road" program took 1st place in the category "Projects aimed at developing transport infrastructure in Russian regions." As part of the implementation of the "Open Road" program, an experimental traffic change was introduced on Varshavskoye Highway in the fourth quarter of 2009: the left turn onto Nagatinskaya Street for traffic heading out of the city was eliminated. As a result, the highway gained approximately 20% additional capacity. In effect, the usual 3-kilometer (about 1.9-mile) traffic jam ceased to exist. Drivers wishing to get to Nagatinskaya Street now use an alternative U-turn over Kashirskoye Highway that does not involve a traffic light. After one month, the experiment was deemed successful, and this traffic management scheme was made permanent. Implementation of most of the measures in the "Open Road" program is scheduled for 2010. At present, the team of young activists has formed a public organization called the "Moscow Traffic Jam Reduction Center," whose purpose is to develop proposals for improving transportation across the city of Moscow. In February 2010, a presentation is planned for the organization’s internet portal, the "Moscow Traffic Jam Reduction Center" (****proboknet.****com), where visitors will be able to propose inexpensive but highly effective anti-congestion measures. After all, no one knows motorists’ problems better than motorists themselves.
