The Ministry of Health has decided to create a social network for "communication between medical workers and patients."
I realize it sounds funny, but the funniest part is still ahead. They announced a tender. The starting price of the contract is 55,000,000 rubles (about 550,000 euros / 600,000 US dollars at the time). Maybe that price is reasonable, I don’t know. But the real trash is in the contract terms. This social network is supposed to be built and launched within 16 (!) days.
Uhhmmm... I don’t really understand websites, how much they cost, and so on. But I’ve had a bit of experience with other people building websites for me. Based on that experience, I can personally say that never, no way ever, can you build a complex website (let alone a social network) in 16 days. And judging by the price, the site is supposed to be VERY sophisticated. My first impression: the contractor is already known. The site is ready. The money has been carved up. And of course, it really makes you want to grab a stick with a sharp nail on the end and start poking the Ministry of Health with it. Especially since the hellish crookedness of Comrade Golikova has already become legendary, both within the Russian government and far beyond it.
But first, we need to sort it out. This has happened to me a couple of times before—and users quite rightly pointed it out: first we go after someone, and only then do we figure things out. So please help. We need a public expert review. Please don’t spare 20 minutes of your time: read the documentation and give me your opinion—does the Ministry of Health need to be made to hurt? Oleg Simakov, Director of the Information Technology Department at the Ministry of Health and Social Development. He explains the situation by saying that the regulatory document on creating the social network was issued only 10 days ago, while completed projects must be reported by the end of the financial year—that is, by mid-December. Source. That explanation is ridiculous: 1. The party responsible for issuing the regulatory document is the Ministry of Health itself (most likely Simakov personally). 2. Whatever he supposedly "needs to report" is beside the point. Reporting is not what Simakov is paid by taxpayers to do. 3. This effectively confirms the version that the site is already finished, and the tender merely formalizes the spending of the funds. Update 2.
