We have only one flashing blue light for the entire agency; it is not assigned to me personally, and my deputies may use it when necessary as well. But we do so extremely rarely, only when we are late for government meetings or other important appointments, and strictly only where there is a median strip. If we were suddenly deprived of this special signal, I would not be upset. But Moscow’s traffic-jam problem would not be solved even if every official were stripped of their flashing lights. Source
