Fyodor Gorozhanko, a student from St. Petersburg, lives in a communal apartment where the roof has started leaking. Fyodor sat there thinking. Drops of water were falling on his head. The municipal housing service did not want to help him. So Fyodor created a website, which brought together thousands of other St. Petersburg residents suffering from leaks and from the city utilities' inaction. Through this site, people who have risen up against the stupidity of Matviyenko (Valentina Matviyenko, then governor of St. Petersburg) and the cold water dripping from their ceilings have been quite successfully harassing officials at every level. Fyodor asked me to promote his site, which I am happy to do, but he needs more than publicity — he needs help. There are more than 30,000 apartments with leaks in St. Petersburg, so there are a lot of complaints. And this, by the way, is what the map of St. Petersburg's leaky roofs looks like (showing only those who registered on the site).

Fyodor and his project need help from lawyers who, on a volunteer basis, could help poke the St. Petersburg district housing offices and maintenance agencies more effectively with a sharp stick. So if there are still any “St. Petersburg lawyers” left who haven't gone off to Moscow chasing bigger money, it would be great if you could help Fyodor with his wonderful project.
