After the Russian March, I went with Andrei Babushkin, chairman of the Committee "For Civil Rights," on a tour of police stations where participants detained during the march were being held. There is a special order from the Moscow Main Directorate of Internal Affairs requiring every precinct to post phone numbers citizens can call to file complaints if the cops are misbehaving. There must be a number for the Internal Security Directorate, the personnel inspection office, some others, and обязательно the Moscow Mayor’s Office hotline.
