Please read the article by leonwolf and fyodorrrrr. They describe a system of "cloud democracy," something Russia needs now more than anything else. In a situation where the authorities are completely illegitimate and representative democracy has been destroyed, this is exactly what we need: 100,000 non-anonymous citizens arguing, discussing, and then voting on one decision or another, thereby generating that very "popular will." The real political weight of their decisions would be greater than that of decisions made by some oddballs who, by chance, are temporarily sitting in the Kremlin. There is, of course, a non-trivial challenge: making sure that the circle of participants in the system extends beyond the traditional LiveJournal (a popular Russian blogging platform) clique and political activists of a single persuasion. In other words, this should not be a system for pro-Putin/anti-Putin camps, Westernizers/Slavophiles, and so on. It is a mechanism for discussion and decision-making for everyone. That is possible. Ten years ago, this would have seemed like a utopia, but now the iron horse of the internet, user verification software, and encryption have replaced the peasant horse of presidiums and party-activist meetings.
