From 2004 to 2010, companies linked to Sergei Matviyenko signed 430 contracts with city agencies worth nearly 3 billion rubles, Vedomosti calculated using data from St. Petersburg’s public procurement website. These were companies in which two closed joint-stock companies — Imperiya and MST-Holding — both wholly owned by Sergei Matviyenko, according to SPARK (a Russian corporate database), held stakes ranging from 45% to 100% (see table). Matviyenko’s companies took on a wide range of contracts: from small jobs such as the “routine repair of a single toilet” to major ones like servicing the telecommunications networks of St. Petersburg government bodies. http://www.vedomosti.ru/newspaper/article/267612/materinskij_kapital
