These Daudovs, Tsakayevs, Delimkhanovs, and other "Chechen colonels," regarded as Kadyrov's inner circle and given full carte blanche in Chechnya, have grown accustomed to absolute power. They have personal troops that are not subject to Russian law. And they enjoy total impunity. Chechen groups made up of members of the security services and operating under high-level protection have long been engaged in racketeering in neighboring republics and all along the Don highway all the way to Moscow. They are actively buying up land and real estate in the Stavropol and Krasnodar regions, imposing their own rules there. And they have no intention of stopping. They command enormous sums of money, and not only from the budget, although the budget flowing to Chechnya is substantial too: dozens of times larger than in the regions of Central Russia on a per capita basis. At the same time, they are effectively independent of Russia—its laws, its oversight bodies, the prosecutor's office, the FSB (Federal Security Service), the Investigative Committee, the courts—complete immunity.
