We'll draw it up — and call it a day. The authorities of the Leningrad Region decided to commission the construction of five three-story apartment buildings. For 290 million rubles.
A good idea. Just one problem: the buildings are supposed to be completed in 30 days.
Sure, why not. If websites can be "built" with public money in two days, then why not put up three buildings in a month. When this tender was sent to RosPil (an anti-corruption project), it was immediately obvious to us that something shady was going on. Officials in the Leningrad Region are cheating so clumsily that the name of the future winner was visible right there in the publicly available auction documents (you can check for yourself).
RosPil submitted a complaint about this (the outcome is still unknown). Then, suddenly, the auction results appeared on the public procurement website. Since only one bidder showed up (and who else would take on a construction project that has to be finished in 30 days?), the contract was awarded to that bidder at the starting price. You can see that the auction was supposed to take place on the 11th, but what kind of auction is it with only one participant?
Just as we suspected, with no reduction in price, the 290 million rubles went to a preselected winner. The best part is that we visited the winning company's website: maybe they had posted their ultra-secret method for building a house in 30 days? No such secret exists. Their stated minimum construction cycle is 540 days.
One assumes they'll really go all out for this government contract — and increase labor productivity eighteenfold. All right then. We'll do something simple. But we need your help. We're looking for people who live in the Volkhovsky, Kingiseppsky, Luzhsky, Boksitogorsky, and Lodeynopolsky districts of the Leningrad Region. The task is very simple: Find the construction sites of our super-speed builders. Here are the exact addresses: Volkhov, Derzhavin Ave., 44a; Kingisepp, Stroiteley St. (opposite building No. 3); Luga, Volodarsky Ave. (near building No. 50); Boksitogorsk, Pavlov St. (near residential building No. 18); Lodeynoye Pole, Oktyabrsky Ave., 73a. Take photos of what's happening there now. Take photos of the same sites again in 30 days. After that, we'll decide what to do based on what we find.
