Putin Signed It After All

I make a lousy political analyst. I was absolutely certain that GDP (the Russian initials for Vladimir Putin) would sign the amendments to election law abolishing the minimum turnout requirement, but would not sign all this nonsense about "it is forbidden to call for voting against an opponent, to comment negatively on their platform, or to disseminate information that helps create a negative attitude among voters toward a candidate or party". In other words, a simple but effective two-step move: They introduced a nasty bill. Then rolled it back a little in response to appeals from a concerned public. Everyone is happy. The boycott supporters are put in their place. The president listens to public opinion. But no. He signed it. They really just don't give a damn about anything there.
