As is well known, immediately after the election, President Medvedev proposed that anyone who disagreed should prove instances of fraud in court. Expecting an objective investigation, the Voronezh regional branch of the A Just Russia party (SR) and State Duma deputy Oleg Pakholkov filed 70 lawsuits. I oversaw this project. In brief, the substance of the claims was as follows: in rural districts, the final tally sheets were brazenly rewritten. In other words, SR observers submitted properly certified copies of the protocols to headquarters—with blue seals and the signatures of the precinct election commission chair and secretary. But different figures were entered into GAS Vybory (the state election results system), and those were recognized as official. And in all 70 cases, votes for United Russia somehow miraculously increased. The total: 7,025 extra votes in favor of the crooks and thieves. Or roughly an average of 100 votes per precinct election commission (UIK). Analysis of the falsifications shows that most of the votes were taken from the LDPR. Their vote totals were practically reduced to zero and added to United Russia. For example: Precinct 16/6: our protocol shows 190 votes for the LDPR; GAS Vybory shows 9. Precinct 16/1: our protocol shows 170 votes for the LDPR; GAS Vybory shows 5. And so on. ....
