Judging by the fact that absentee certificates are impossible to get in Moscow, the Moscow Region, and some other regions (literally: you come to the polling station and they tell you, "we're out"), tomorrow is going to be quite a day, and "magician Churov" will be showing off his best tricks.

So, observers and supporters. The hotline is now up and running: 8-800-200-2012. Be sure to write this number down. Tomorrow you will be able to call it and quickly get legal advice on any election-related issue, as well as report a violation and request a mobile response team. In addition to the hotline, there are several channels for submitting information about violations, turnout, and voting results. You will need to use one of them to send information to our alternative Central Election Commission as soon as you receive the official precinct protocol. The number may, of course, be blocked or flooded with automated calls. Be prepared for that. 2. RosVybory website Today, a special web form will open at http://rosvybory.org/form (it is not working yet, to prevent spam), through which you will be able to submit information about violations, protocol data, and voting results. This web form can also be used from any mobile device with internet access. On that page, you will also be able to attach photo and video files to your message, including links to YouTube. We ask you to make the most active possible use of the photo and video capabilities of your mobile phones and other gadgets. Don't forget to bring an extra battery or a charger with a standard household extension cord to the PEC (Precinct Election Commission). REMEMBER: AN OBSERVER'S BEST FRIEND IS AN EXTRA BATTERY. ALWAYS, ALWAYS, ALWAYS PEOPLE END UP KICKING THEMSELVES BECAUSE BY EVENING THE CAMERA/PHONE BATTERY IS DEAD. 3. SMS CEC This is a project of the GOLOS association. With it, any observer will be able to quickly transmit voting results even from the simplest mobile phone. Important:*** SMS messages are accepted only from the number you provided when registering with RosVybory.***

Web Observer app It contains a list of all possible violations to check for at a polling station, helps you draft and file complaints about observed violations, supports uploading photo and video evidence at any convenient time, and includes a built-in observer's handbook from the CEC and the GOLOS organization.

More details are available on the Web Observer website. 4) AlterGeo app RosVybory and AlterGeo have jointly developed a tool for observers.

More details are available on the AlterGeo blog. 5. Although badges are not required by law, the CEC still recommends bringing them. You can find the template here. 6.** Once again: don't forget to bring an extra battery or a charger with a standard household extension cord to the PEC (Precinct Election Commission), and make sure you know the location of the polling station where you will be observing. **8. The huge number of absentee certificates issued to unknown people guarantees mass "carousel voting" (a scheme in which the same people are transported from polling station to polling station to vote multiple times). Idiots on buses will be driving around all day, voting at dozens of polling stations. They are easy enough to spot. Harder to stop. Don't get into a fight. Film the crooks, report them to the observers at the polling station, approach a police officer (militsiya, as it was then called) and tell him. Record all conversations on camera. 9. I assume you've of course already forgotten all the legal stuff they taught you in observer school. Just read this memo.  If you're ready to spend an hour or two, go here. Good luck. PS And don't forget to vote yourself. Vote for anyone, as long as it's not the candidate from the Party of Crooks and Thieves, chief crook V.V. Putin.
