I was asked to post a poll. I’m doing so with pleasure, because I’m curious myself. There is currently active discussion about paying rewards to people who “report to the proper authorities” cases of unjustified enrichment by officials or employees of state corporations, if those cases are confirmed. In other words, roughly speaking, you know that a deputy governor is taking bribes through an offshore fund. You turn him in, and if a formal investigation shows that you were right, you get (say) 10% of the amount recovered. On the one hand, this is a very effective measure. On the other, in Russia this has traditionally been seen as “improper snitching.” Even in the United States there was heated debate over a similar rule, but it was ultimately adopted: if you report a public company and expose it for bribery, you can receive up to 10% of the fine.ъ In practice, that can amount to tens of millions of dollars.
