It seems that in Sverdlovsk Region, they have finally identified the main criminal/offender. It’s Zhenya Roizman and his foundation, "City Without Drugs". One gets the impression that if law enforcement directed the energy they are spending on fighting Roizman toward drug dealers instead, then perhaps Roizman and his foundation would not even be needed. For example, here is the list of documents the Ministry of Justice is demanding from him in connection with the death of a female patient at his rehabilitation center:

If something needs to be established, then investigate it through the normal procedure: the local police officer, the doctors, the forensic expert. Here, the only thing missing is helicopters. Meanwhile, in the district hospitals across the region, patients are dropping like flies (as they are in district hospitals across the country). Is anyone there requesting contracts for telecommunications services? Do they really have nothing else to do in the entire region? Are there no other problems? It is obvious that they want to seize all the documentation. Find anything at all, put Roizman in prison, and shut down his foundation. And then enjoy their cozy symbiosis with the drug dealers.
