St. Petersburg has no luck with its authorities. Their governor is a boor, and, as we’ve now found out, so is the housing inspector:
In every region, the housing inspectorate processes complaints from RosZhKH, and only this lazy lump is trying to wriggle out of doing his job, sending us some nonsense about components of the state information system, claiming that RosZhKH is not registered as a media outlet and is improperly using the Russian coat of arms.
Oh yes, of course, the appearance of our logo somehow relieves the housing inspectorate of the duty to keep apartment building entrances clean... oh, sorry, front entrances (a St. Petersburg usage). How terrible: in a city of 5 million people, he received 912 additional complaints. Zyabko is apparently run off his feet and has no time for a drink and a cutlet. And this despite the fact that his superiors clearly state that complaints must be reviewed promptly. RosZhKH serves solely as an interface for submitting complaints; all of them are signed by the complainants themselves and sent from their own email addresses. The email address roszhkh@fbk is mentioned in only one place at all, at the very bottom of the website:
The lazy St. Petersburg housing inspectorate simply does not want to work. We will rain down wrath and retribution on it in the form of a million complaints. And if anyone has information about the illegal dealings of the suspect V. M. Zyabko, write to us—at that very email address he pointed out. We’ll deal with him. The housing inspectorate in the Komi Republic is also making a bit of noise and getting cheeky, but we hope the rebellion will be put down. In all the other regions, everything is going normally so far—in Penza, for example, they’re very pleased. Any normal official should be pleased: we send a proper complaint in which everything is clear and specific. It’s clear what to do with it, how to record it, where to forward it, where to send the reply, and so on. It is a million times more convenient than phone calls or dealing with citizens in person at office hours. The current RosZhKH statistics look like this:
