A lot of habitual complainers have this particular genre: they write a letter to Putin (or, say, to UNESCO) and copy literally everyone in the world on it, me included. I get about twenty letters like that a day, and I really can’t stand them. But this particular letter to Putin (with a utility bill attached) is simply magnificent. The man is absolutely right about everything. He pays for his apartment, but he does not receive the service he is entitled to. And the last line of the letter is, in itself, a plainspoken revelation that perfectly captures the relationship between the authorities and society. A universal maxim that could be added to any letter/appeal/petition/application.
